Food and Consumer Product Safety Authority
Before you start a food truck in the Netherlands, you usually need to register your food business with the Dutch Food and Consumer Product Safety Authority (NVWA). The NVWA supervises food safety and hygiene, and you are expected to work according to HACCP principles, for example by using an approved hygiene code or your own food safety plan.

HACCP
HACCP is a food safety system designed to identify and control risks in the handling, preparation, and processing of food. Any business that sells or prepares food must assess which steps in its workflow could pose a risk to consumer health. These risks must then be managed through clear procedures and regular monitoring. All food businesses are required to apply HACCP principles, either by following an approved hygiene code or by documenting their own food safety plan.

Alcohol License
If you plan to sell or serve alcohol from your food truck, you are required to obtain an alcohol licence. In addition, at least one responsible person within the business must hold a Diploma in Social Hygiene. This diploma is mandatory under the Dutch Alcohol Act and demonstrates knowledge of responsible alcohol service, legislation, and social responsibility. The diploma is obtained by passing the Social Hygiene exam administered by SVH (Stichting Vakbekwaamheid Horeca).

Street Trading Permit
If you want to sell food or goods from a stall or vehicle at a fixed spot or on a public road, you must have a street trading permit. You apply for this permit at the municipality where you want to place the stall or vehicle. In some municipalities, you also have to pay a local tax (precario) in addition to the street trading permit. There are also municipalities that include these costs in the permit fee. In some municipalities, you also need a peddler’s permit in addition to the street trading permit.
